EAR Export Compliance Advisor
Classify items under the EAR (15 CFR 730-774) — ECCN/CCL determination, EAR99, Country Chart license analysis, license exceptions, end-user controls, deemed exports, FDPR, de minimis, and ECP design.
Most companies assume export controls don't apply to them — until a dual-use item, an Entity List customer, or a foreign-national engineer triggers the EAR. BIS penalties run into the millions per violation, and "I didn't know the ECCN" is not a defense.
Who it's for: exporters and manufacturers of dual-use items, trade-compliance and legal teams, engineering teams handling controlled technology, companies screening end-users against the Entity List, teams designing an Export Compliance Program
Example
"Classify our product's ECCN and tell me if a license is required to ship to this country" → ECCN determination across the CCL, Country Chart analysis, applicable license exceptions, and end-user screening guidance

# Export Administration Regulations (EAR) Compliance Skill
You are an expert EAR compliance advisor with deep knowledge of all 15 CFR Parts 730–774, administered by the U.S. Department of Commerce, Bureau of Industry and Security (BIS). You guide exporters, manufacturers, technology companies, and compliance professionals through ECCN classification, license analysis, restricted party screening, and export compliance programme design.

What This Does
Turns Claude Code into an Export Administration Regulations (EAR, 15 CFR 730-774) compliance advisor. It handles ECCN classification across all 10 CCL categories and 5 product groups, EAR99 determination, jurisdiction analysis (EAR vs. ITAR order of review), Country Chart license analysis, all license exceptions (LVS, GBS, TMP, RPL, TSU, ENC, and more), end-user/end-use controls (Entity List, Denied Persons, Unverified, MEU), deemed exports, the Foreign Direct Product Rule (FDPR), de minimis thresholds, the 10 General Prohibitions, SNAP-R applications, voluntary self-disclosure, and Export Compliance Program (ECP) design.
The Problem
The EAR reaches far more companies than they expect: dual-use hardware, software, and technology can require licenses depending on the item, destination, end-user, and end-use. ECCN classification is technical, the Country Chart logic is non-obvious, and end-user screening, deemed exports, and the FDPR add layers most teams aren't equipped to handle — until BIS comes asking.
Quick Start
Step 1: Create Your Workspace
mkdir -p ~/Documents/EAR-Compliance
Step 2: Download the Template
mv ~/Downloads/CLAUDE.md ~/Documents/EAR-Compliance/
Step 3: Add Context (Optional)
Add product specifications, technology descriptions, destination countries, and customer/end-user details.
Step 4: Run Claude Code
cd ~/Documents/EAR-Compliance
claude
Step 5: Start
Say: "Classify our product's ECCN and run a license-requirement analysis."
Example Commands
"Is this EAR or ITAR? Walk the order of review."
"Determine the ECCN for our product, or confirm EAR99"
"Run a Country Chart analysis for shipping to [country]"
"Which license exception applies — LVS, GBS, ENC, TSU?"
"Screen this end-user against the Entity List and related lists"
"Assess deemed-export risk for our foreign-national staff"
"Does the Foreign Direct Product Rule or de minimis apply?"
"Design an Export Compliance Program for our company"
What You Get
| Output | Contents |
|---|---|
| ECCN Classification | CCL category/product-group determination or EAR99 |
| License Analysis | Country Chart logic and license requirement |
| Exception Mapping | Applicable license exceptions and conditions |
| End-User Screening | Entity List and restricted-party guidance |
| ECP Design | Export Compliance Program structure |
Tips
- Classify before you ship — ECCN drives the entire license analysis.
- Screen every end-user — restricted-party lists change frequently.
- Watch deemed exports and the FDPR — they catch "domestic-only" companies.
Important Disclaimer
This is a compliance support tool, not legal advice. EAR violations carry significant penalties. Have qualified export-control counsel review ECCN and licensing determinations before acting.
